Точнее, Европейская энергетическая хартия, документ, разработанный в начале 1990х годов, подписанный более чем полусотней государств и провозглашающий важность прозрачных, недискриминационных и реально действующих правовых механизмов для транзита энергоносителей к общей выгоде потребителей, производителей и транзитных стран. Россия, хотя и подписала Хартию, но отказалась ратифицировать ее. Считается, что она противоречит интересам России, так как допускает европейские компании к российским ресурсам, но ограничивает возможности проникновения российских электроэнергетических, нефтяных и газовых компаний на европейский рынок. Не удовлетворяет Россию и так называемый Транспортный протокол, приложенный к Хартии.
